Nurses Unite to Care

Seven-years from the official date of its signing into Law, Republic Act 9173 or commonly known as the Nursing Act of 2002, it still presently remains unimplemented.

The Nursing Act of 2002 was signed into law by PGMA which clearly states in Article VII, Section 32 that “the minimum base pay of nurses working in the public health institution shall not be lower than salary grade 15”. The equivalent pay of SG15 in 2002 is Php16,093 and Php 24,887 presently. However, the recent approval of Joint Resolution No. 36 otherwise known as the Salary Standardization Law III (SSL3) downgrades the basic pay of nurses to salary grade 11 (Php 18,088 currently). Defenders of SSL3 claim that SSL3 actually improves the basic pay of nurses from Php 16,093 to Php 18,088. This may look beneficial but if we all look closely, Php 16,093 is SG15 in 2002 and Php 18,088 is SG11 currently. In effect, nurses are downgraded from SG15 to SG11. Add to the fact that Php16,093 is the rate of pay in 2002 and not 2009. The 2009 current rate of pay for SG15 is Php 24,887. Furthermore, SG15 was never implemented across the board from the time it was signed into law in 2002.
